F8 wont work Internet Crime Complaint

I tried to use F8 to get to my flash drive to run FRST64 using the c: prompt, but when I had to log in first the Internet Crime Complaint thing came up. Before I tried a full scan with Microsoft security essentials in safe mode. Doing a full scan it said the was nothing the computer.

I have no idea what to next.

Any ideas?
