Help! IP address blocked F/P?

my Malware is blocking two IP address everytime I log in into my hotmail account.
they are :
173.245.60.131 (outgoing)
173.245.60.49 (outgoing)

the address direct me into a "Direct IP Access Not Allowed" message saying it's part of the cloudflare network.
My hotmail account opens fine, but the blocking message keeps popping up until couple minutes after I log out the hotmail.

I recently just re-installed my system because of a serious redirect virus problem, and the malware was blocking a lot of outgoing IP address before the problem was solved.
I am very worried if this is a false possitive or indicates I am infected again :( ??
Please help...

Does it mean this is not a virus on my computer?
I got another blocking IP address while opened another site,
141.101.124.78 (Type: outgoing)

If you're deliberately accessing sites on those IPs, then no, likely not. Otherwise, I'd suggest having your machine checked just in case.
