Website Blocking-outgoing

Yes, if you visit a website which resides on a blocked IP address or if the website contains content from a blocked website, for example an advertisement or image from a different website, then that would trigger an outgoing block.

Similarly, if any program on your computer tried to contact a blocked IP address, it would show as an outgoing block. You might see such blocks with Skype, uTorrent or other peer-to-peer type software.

There have even been cases where a browser plugin triggered an outgoing IP block.

Of course, an active infection may also trigger an outgoing IP block if it were attempting to contact a blocked server, either to download other infections, upload information (like what a keylogger would do), or to download instructions as some bots will do.
