Cannot open malwarebytes and highjackthis

I've been trying to remove the rogue program WinPC Antivirus but with no luck. Now the Malwarebytes and Hijackthis programs will not open. These are the messages that appear:

"specified publisher account has been disabled"
"application cannot be executed"

I am confused as to the next steps I should take. Please Help!!!

Hi,

Please try to rename MalwareBytes and HijackThis and try again. You may also want to try from Windows safe mode.

Thanks for the help. I downloaded Malwarebytes and renamed the file while operating in Windows Safe Mode. Now the problem is when I attempt to run the program, the following message appears:

"a device attached to the systme is not functioning" (this is the \mbam.exe part of program)

Please help again!!!

Please try from Windows normal mode.
