Under HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run Uncheck the following:
In your next post please let me know your system specs (ie NVIDIA chip model # and amount of system ram, if OEM, the manufacturer and model of your PC).

After the reboot & the two boxes unchecked, seems to be running somewhat faster, & the video a little better... I can pull a "tones & bars tester" out of my toolbox, but I don't think you need that?

. What is your monitor by the way (manufacturer and model #)? I can find out it's max supported refresh rate for you

good question. I would have to remove the LCD from the frame to find out. unless theres another way?

. It's likely that it's highest supported refresh rate is 60, but there are some that support higher. I can usually tell by how the colors and pixels look at each setting to determine what is best. Anyway, so when did the trouble start (trying to determine which NVIDIA driver release initially turned south for your particular chip
)?

I think I can increase the 60 Hz. what do you think?
Edit: however I have taken this notebook apart. replaced the LCD, and forgot to write down the Mk. and I don't have an invoice. bought the LCD for the book off ebay NIB from Dell never used....installed it on my own... That LCD face was not fun to handle

Give it a shot and see how it looks, I can usually tell by the task bar looking a bit "fuzzy" or "jumpy" if it's not right.

just above the taskbar appx: a 1/2 inch I had that prob. Now its Gone? also had horizontal lines just above the taskbar. now there gone also.

Looks like you found the right refresh rate
. Also, please PM (don't post it here) me your dell service tag #, it should be on the dell sticker on the bottom of the notebook.

. I looked up your system specs on dell (that's why I needed the service tag #), but it doesn't say what chipset it is. Is it Intel or NVIDIA?

All the driver info & dll files are Nivida, I had a big update on my video card via MS updates. if that helps? all drivers start with a nv....what do you think? The open windows are running like this was new out of the box....

Good, sounds like it was the NVIDIA control panel, or a setting within it that was causing the issue (which was my primary suspicion and the reason I had you disable it
). If all is working well you can leave it as it is, you've installed the latest direct from the source so the MS ones are most likely just the latest ones that MS has been given by NVIDIA.

I hope there the current drivers. I can check. NVIDIA website has a habit of staying ahead of MS. But unchecking that box. and a reboot. no more lines, a clean taskbar. 
EDIT: my drivers begin with a ver. 6.14.10.6742 on all the drivers & dlls
EDIT # 2 my taskbar is set for autohide, when I point to it and it pops up, and back down I had those horizontal lines ..but now unchecking that box & a reboot there gone !!!!!!!
