Could you clarify your question a bit? As of the current stable version, 1.40, IP protection does load at Windows start-up. You can disable it by right-clicking on the MBAM system tray icon and unchecking IP Protection.

can i load IP protection feature only at window start-up? where MBAM protection module is disable...

Interesting question, but a very good question at that. I had to test it myself to make sure I knew the right answer. And the answer is no. You must have the protection module start at Windows in order for the IP protection to work. I guess the IP protection is a sub process of the protection module. It makes sense though as the protection module always starts before the IP protection module does.
ex:
09:41:10 Mills MESSAGE Protection started successfully
09:41:13 Mills MESSAGE IP Protection started successfully
