Nothing with a .exe extension can run including Malwarebytes

I was recently infected with Windows Police. It is keeping me from properly running my system. I can not get Malwarebytes or Hijack This! to run. I was able to download and reinstall malwarebytes and get it updated, but within a minute of the scan, the program terminated itself. I tried running in safe mode, but that won't work either. Nor can I rename any files as it tells me that Access is Denied because the drive is full or it is write protected. I can get a few programs such as games running, but my computer will restart itself randomly, as in Windows logs off and the computer reboots, not just a power button press. What can I do to get this program off if I can't run anything. Thanks in advance.

I think I was able to fix it. I looked around the forum for others with similar problems and ComboFix was reccomended. I was able to run it and it seemed to take out my main problems. After it was finished I was able to run programs again, including Malwarebytes. It cleaned up any remaining buggers on my system and everything seems to be running smoothly now.

Combofix should never be used unless requested by an analyst.
