I can't access add remove programs, run mb or hijack this & it won't allow online scanners. what should I do to take off this virus?? its somekind of antivirus program

I deleted a the file desot.exe from windows system 32 it stopped the popups but I can't run malware ak me "open with and gives me some options : notepad, paint, ie, etc. something is wrong with the system 32. I can't access the control panel it states windows\system32 not found. What steps should I take to restore the file.

Download this file, place it on the desktop

rightclick on the file and choose install

programs should work now

Run Mbam update do a quickscan, take action on items found and post its log please.
