Windows Police Pro/ Deleted MSVCP80.dll & Others

I am in a pickle and really need some help. I am helping out a friend to remove some malware on his machine (which I have successfully done in the past) and evidently have met my match.

He has Windows Police Pro on his machine and I am stuck. I had copies of crap cleaner, ultimate trouble shooter, spybot and adware but had problems accessing all but uts and cc. In trying to remove this nastiness I deleted some .dll files which seemed to have made matters worse.

Where I am now at is I cannot get to regedit from cmd, system restore or the internet. Now I try to load a program I get an error "can't load MSVCP80.DLL". Also his machine has task manager disabled for all users but admin (figured I'd mention).

Any suggestions (other than wipe, or get a disk) are welcomed and MUCH appreciated. I tried to intstalll malwarebytes but had the same problem.

I read ADVANCED SETUP'S reply to Fatdcuck's post and attempted to install Malwarebytes and got the doomed "Can't load MSVCP80.DLL" error. Also- the .dll files are deleted, removed them with crap cleaner thinking they were not associated with any other programs... I keep trying and replying as I attempt other things.

tried install of procexp.exe and rename and got the same .dll error. I am on my machine and can transfer files from my external hard drive. Nothing so far.

You cannot restore them from recylebin ?

Copy the contents of the code (dont include the word code) box below into a new notepad document (not wordpad or another text editor).
Click file> save as...> call it check.bat > file types *all files*> and save it to your desktop.

For /F "TOKENS=*" %%g IN ('dir /s/a-d/b %windir%\MSVCP80.DLL'
) Do @echo "%%~g" %%~zg %%~tg >>report.txt 2>nul
start notepad report.txt & exit

Run check.bat then post the text that will open please.
