The likely cause is your systems being set to use a proxy (proxy.singnet.com.sg:8080), which means it's highly likely been told to ignore the HOSTS file aswell.

Did you reboot your computer after disabling the proxy?

If so, please download the following and post the results;

Oks, think I've identified the cause;

1. Click Start > Run
2. Enter the following and press return;

services.msc

3. Locate the DNS Client
4. Right click the DNS Client and select Properties
5. Click STOP
6. Change the Startup Type to Disabled
7. Click Apply > OK
8. Re-start your computer.

It won't work via proxy, as the DNS resolution is being done by the proxy server, not your computer.
