Problem after malware removal

I've noticed this happening a few times, any idea how to fix it please?

After malware cleaning, on two occasions the computer has got to a state where I can log in, but only the desktop background is showing - no taskbar, start button or icons. All I can do is to CTRL-ALT-DEL & run tasks from there. The fix seems to be a Windows repair install - which isn't always possible on a "ravaged" computer. Is there an easy fix for this please?

It could be that one or more policies were applied that lock the system down.

Try this.

Does this just work on XP Home/Pro?
