I've got a catch 22.

I'm trying to update XP. The update says it can't because it conflicts with GoBack.

When I try to uninstall GoBack (in Norton system tools) it says Windows Installer is not present and to update.

What to do?

What do you mean by "update XP"? Are you trying to upgrade to XP SP3? If that's the case, you might have to disable GoBack. (Similar to Microsoft's recommendations of temporarily disabling your antivirus software when installing XP SP3.)

You could try downloading and running Dial-a-Fix, check the box next to "Fix Windows Installer" and then click "Go"

If that doesn't work, try DaChew's suggestive link to reinstall Windows Installer (http://support.microsoft.com/kb/893803)

And if you really want to remove GoBack and any other Norton product you have installed, DaChew's other link is the Norton Removal Tool, which uninstalls all Norton products without using Windows Installer.
