This is only a minor issue, but it wouldnt hurt to address it while I have some free time. Recently I've noticed IE launches relatively slowly compared to how quickly I'm used to. Before you ask, my system has been confirmed "clean" of any malware or such in another forum. For reference, I am running Avira Antivirus. Weather its active or not the load up time is the same.

So a couple questions;

1) Once clicking to lauch IE, how long should it roughly take? (I realize different computers run at different levels).
2) If this is a common question, are there any tips to getting things back up to speed?

I've got many other things to do but I'll try to get to you as I have time. Hopefully someone else with experience can come along and assist you as well.

How long does it take?

Well on my system with currently about a dozen programs running and a VMware virtual machine running as well in the back ground it takes less than 1 sec to open.

I doubt we'll get your system to that level but we'll work on it.
