No, Microsoft disabled SSL (by default) in IE, and advocated using TLS:

Microsoft is announcing that with the release of security update 3038314 on April 14, 2015 SSL 3.0 is disabled by default in Internet Explorer 11. Microsoft is also announcing that SSL 3.0 will be disabled across Microsoft online services over the coming months. We recommend customers migrate clients and services to more secure security protocols, such as TLS 1.0, TLS 1.1 or TLS 1.2.

My IE has all the TLS settings checked (enabled), and all the SSL setttings UNchecked (DISabled), which is correct.

No luck here w/IE9, Win7/64 Ult, even with @ky331's settings.

Enabling SSL 3.0 has no effect.

So, there may be another security setting that is interfering?

TBH, I probably would not have noticed, as I do not use IE to browse.

Haven't yet checked the laptop with IE10, Win7/64 Pro.
