Infected and nothing works help!

I was on a web site last night and suddenly something started to install itself. I stopped it but the computer now runs slow and the IE browser crashes when I open it.  

 

I can't install Malwarebytes or run Chameleon even in safe mode.

 

I think the OS is toast but wanted to be sure.

 

Any suggestions?
