can i run malwarebytes from a boot cd?

hi all, bought a laptop on the cheap a few days ago, all was working fine until i got the pceu metropolitan ecrimes unit ransomware sign locking my pc. my laptop is refusing to boot into safe mode, which is making it harder for me to do anything about it. i really don't want to wipe my pc as i've just set up oracle on their and it was a f**&*£&*A$ pain in the rear. any ideas at all? it gets to the ctrl alt delete screen in xp, but my keyboard and mouse refuse to work.... thanks, nick
