How did the hacker tell you he was using SeroXen? Did you receive and email? -
iPhones, MAC Computers and Android devices can not execute MS Windows EXE file. Different Operating Systems (OS) require their own OS dependent installers.

Software libraries. Such as common tool and utilities or DLL files. Often you will find DLL Library files start with lib<name><version>.dll Examples: libssl-1_1.dll and libgcc_s_dw2-1.dll -
