How to stop new hardware found on startup?

Anyone know how to stop the new hardware found wizard from running on windows startup?

Im cleaning a friends older laptop and everytime windows starts it detects a new monitor, but can never install the software. Error saying Device installer error failed to install for monitor. Ive done all the updates, it has the right video drivers from HP. I go into device manager to unistall it but cant, says it might be required for boot up. If i go into device manager, i see theres 3 monitors under the monitors tab,(the first two are good but the last monitor showns unknown.) Even disabling it still shows new hardware found on every boot up. Its a laptop and wont ever be connected to an external monitor. Sorry for such a long post but just wanted to let you know what ive done and tried. Thank you.
