If one is removing malwarebytes from their PC, but will reinstall it, does one HAVE to use the mbam-clean.exe?
Or is this item (mbam-clean.exe) only if there is some problems with installing?

Depends on why you are reinstalling.

Some folks tweak there systems and just a simple re-install of Malwarebytes will not get it back going.

The mbam-clean tool, will remove everything left behind after an uninstall, for example, log files, quarantined items, and any registry settings including some settings and your ID and Key.

It's only necessary if you wish to do a clean install, meaning you wish to remove all traces, folders and registry entries from the program. It is primarily used when doing a clean install to attempt to correct problems with the program so under normal circumstances it is not necessary.
